New Mailing Address & Shipping Rules for the LA Chinese Consulate
The Chinese Consulate General in Los Angeles has moved its document-processing mailing address to 500 Shatto Place, Room 310. The old 443 Shatto Place address no longer accepts application materials. Use trackable USPS Priority Mail with no signature-confirmation service and no Smart Locker — since August 24, 2026, mail requiring a recipient signature is returned by the post office.

The volume of mailed applications — Chinese passports, travel documents, pension eligibility verification — reaching the Chinese Consulate General in Los Angeles has risen sharply, and a portion of those envelopes run into problems during shipping, which stretches out processing time. The Consulate issued reminders on August 15 and August 29, 2026 setting clear requirements for the mailing address and the shipping service. Here is what you need to know.
1. The mailing address has changed

The Consulate stresses: do not send application materials to the old 443 Shatto Place address, as they may be lost. Likewise, do not send non-application mail to the new address.
2. Label the envelope with the document type
Write the type of document you are applying for in a blank area of the envelope — for example “Passport”, “Travel Document” or “Pension” — so the Consulate can sort and process it faster.
3. The only acceptable shipping options
- Use a trackable USPS service: Priority Mail (do not purchase Signature Confirmation) or Priority Mail Express (do not check Signature Required).
- Keep your tracking number so you can check delivery status at any time.
4. Services you must not select
Any service that requires a signature from the recipient is unacceptable, including but not limited to:
- Restricted Delivery
- Certified Mail
- Insured Mail
- Registered Mail
- Signature Confirmation
- Adult Signature
- Return Receipt
- COD Hold For Pickup
Note: some Priority Mail Express shipments include signature services by default. Confirm at the counter that your selected service does not require a recipient signature.
Since August 24, 2026, any mail sent with a signature-confirmation service is returned directly by the post office.
5. Do not use USPS Smart Locker
Some applicants recently selected the USPS Smart Locker service, which prevented their materials from reaching the Consulate on time and delayed processing. Do not purchase this service when mailing application materials.
6. Pre-shipping checklist
- Address reads 500 Shatto Place, Room 310 — not 443 Shatto Place?
- Addressee reads Visa and Passport Office, Chinese Consulate General in Los Angeles?
- Document type (“Passport” / “Travel Document” / “Pension”) written on the envelope?
